Civic Engagement Library

This section of the 21 Elements website is to be used for outreach, education and advocacy during the Housing Element Update public process. The Civic Engagement Library is meant to be a channel for organizations to provide municipalities with informative resources to consider as they draft their local housing policies and programs. These organizations are also listed below including their descriptions, contact information, links to their websites and resources to reference during preparation of the Housing Elements. 


Building Trades Council of San Mateo County

The San Mateo County Building and Construction Trades Counci, AFL-CIO, is affiliated with 26 local unions. California Affordable Housing Project/ Public Interest Law Project

The California Affordable Housing Project is a project of the Public Interest Law Project.  The California Affordable Housing Project concentrates primarily on the enforcement of California's housing element and the redevelopment statutes and of state and federal relocation assistance and fair housing laws.

    Peninsula Interfaith Action

    Peninsula Interfaith Action (PIA) is a coalition of congregation-based community organizations on the Mid-Peninsula. PIA serves as a catalyst for exploring common neighborhood concerns and seeks to engage the faith community with the larger community in a grassroots approach to improve quality of life for local families.     San Mateo County: HOPE Initiative to Prevent and End Homelessness

    In April 2005, the San Mateo County Board of Supervisors initiated a planning process to prevent and end homelessness, which produced concrete and realistic strategies to address homelessness in the County, with the ultimate goal of ending it within 10 years.

    Coordinated by the Center on Homelessness of the Human Services Agency, HOPE is a ten-year action plan that brings together the business, nonprofit, and public sector communities to address the challenging issue of homelessness at its core, rather than manage it at the margins. This plan reflects the Board of Supervisors' goal that housing should exist in our community for people at all income levels and all generations of families -- including those who are extremely low-income or who are homeless. HOPE is based on a belief that we can ancieve this goal through proactive, coordinated action and investments in cost-effective initiatives that solve homelessness.

    Threshold 2008

    In 2002, a group of civic leaders from diverse segments of the community came together to address the growing crisis of the cost and availability of housing in San Mateo County. A year later they launched a civic engagement project that involved residents and stakeholders in four daylong community conversations about housing, which resulted in a clear vision of the kinds of housing policy choices that the public could be expected to support.

    Threshold 2008 is the next phase of the civic engagement effort. Their goal is to create a more informed, active constituency for moving housing solutions forward by mobilizing people's own capacity to confront difficult choices through constructive dialogue.
