About 21 Elements

The San Mateo County Housing Element Update Kit, otherwise known as “21 Elements”, is a collaborative project that aims to encourage and assist with the production and certification of high quality Housing Elements in San Mateo County. More broadly, this collaboration intends to strengthen local partnerships and develop solutions to housing needs throughout the County.

Key project partners include the California Department of Housing and Community Development, the San Mateo County Department of Public Health, and all twenty-one jurisdictions in San Mateo County.  Representatives from each of the Cities, Towns and County meet every other month to advance their work. The project is sponsored by the San Mateo County Department of Housing and the City/County Association of Governments of San Mateo County.

21 Elements is developing a variety of tools, including templates, methodologies, comparative information and data, and best policy and program practices, that can be used to assist jurisdictions in their update process. Ultimately, this collaboration will result in higher quality housing elements and increase the likelihood of State certification.

Public participation is an integral part of the Housing Element update process.  Municipalities have held, and will continue to hold, meetings to provide the public with opportunities to help shape their communities.  The best way for members of the public to get involved is to contact your local city or town.
